You got punked! Foolish to trust them clowns. Managers come and go. They will say whatever you want to hear just to keep you around up until they get their transfer and hang you out to dry. I can vouch that resignation is considered an insult. Never expect that you will be treated with respect after you hand in your letter, specially if you stayed after more money was thrown at you. When you decide to go, better be ready to go no matter what.
In my experience a counter offer works if the ONLY reason for resignation is $$$$.
Given this is Aramco I suspect there are other reasons here for resigning!!
Advice: Once you decide to quit do not accept a counter offer.
Accepting a counter offer is just delaying the inevitable since you are seen as a flight risk.

Yet more lying from Aramco management, who’d have thought? World leading in that regard… management lie to my face all the time, they have zero respect, zero morals and zero ethics. Think mafia.
Yeah only VP (SVP as they are now called now) have any power re counters. Retention is dreadful. People resigning left right and centre.
A "real" counter offer comes from HR, not your manager. In most cases, the VP has to set the wheels in motion. If anyone below VP says that they will do something for you, dismiss it. When I pushed the button, I had the division head, the manager, and the GM ask if there was something they could do for me. I knew they were just blowing smoke. One of my coworkers (a short termer) didn't know any better and actually played the game. He got jerked around just like you.
Pro tip: Aramco is full of bluffers. Nobody below VP can do squat for you. If you aren't getting face time with the VP, forget about getting anything more than a watered down COLA each year.
It's being offered all the times, most of times people is determined and never accept it. In this days they did not care about retention and resigning is being considered an insult, so, as a final joke, your counter offer is being dismissed.
