Cisco IT is huge. With tons of mgrs / Program Mgrs, etc with hardly any work
I never see anyone getting touched there

IT are pulling out of India and relocating to more expensive Mexico and LATAM countries. Perception is Indian resources are cheap and poor.
Emea and UK also more or less closed down, Regional IT dead.
FP wants agile teams in the same time zone. Whatever the cost.
And to hire his friends from IBM.
Sorry to say, IT was impacted.
The layers of bureaucrats in IT are needed to move around budget and rename failed projects. A culture built on lies.
