So layoffs in IT sourcing are happening every month. I guess it goes with the territory of companies not spending money with IBM

When you reduce your base of potential customers, then naturally there are more parties that will not spend their money with IBM. IBM has exited many lines of business over the years, to the point where only mainframes and select enterprise software products are all that is left for sale. IBM is a shrinking business (by choice).
