Sure it can. Perfectly legal. So is going to court demanding payments, but vendors usually bend over backwards to preserve their relationships and cash cows.

cash preservation similar to consumers delaying bill payments, but if it is happening - you don't state proof - it aligns with any company preserving cash
Not illegal, but certainly an unhealthy relationship that I'm sure will push smaller vendors out of the picture.
