In my discipline in the main office there are many technical staff in senior grades which can barely keep up with times. Just poor technical skills and no subject depth.
It seems it's a purely union shop? Years in the industry define your grade, no allowance for any actual skill you bring?
The best seem to be some 65+ y.o. big cheeses, bounced from one small place to another - now gods collecting fat paychecks and doing nothing because their buddies got them sinecures at Oxy. They have tons of years - nobody can beat that of course, very self-serving.
