This is already being discussed. The next moves will be around restructuring. Later in the yr or early next yr they will optimize under the new structure with a smaller cut. Hiring freezes to stand for rest of year too.

Unfortunately this is likely true, mostly due to poor performance by 3M AND declining macroeconomic trends. 3M should have been growing up until now.
