Just playing Devil's Advocate here but perhaps they know there IS no future, ergo no time and effort wasted grooming someone to fill the role. Employee Development jumped the shark years ago.
This company has no succession planning. Just saw a plant director move on but there's no one to succeed and take over. What kind of HR development we talking about here?
