The problem starts with the Senior Leadership Team. They are a bunch of retreads who were never successful at other companies, so they park themselves at GF, cash in on the IPO/RSUs/Stock Options and just financially continue to take advantage of the company while the employees suffer due to no strategic roadmaps and over-spending on incompetent leadership. Then couple that with an HR team that is totally useless and finally an ethics team that is unethical. Couple all this together and you get the current version of GF!! Mubadala would have been smart to sell to Intel because the financials are about to nosedive and with no strategy there will be no way out but to take losses and falling further behind the competition moving forward.
