Hiring freeze is also implemented until the next fiscal year. Start looking elsewhere while you can.

What is meant by “BDB?”
Was it this week and do you know any details? Or was this layoff the one from last quarter? BDB will be very tacky Q4 (alrrady hearing budget cuts hiring/promotion/expenses freeze) so I expect more layoffs
