Is to lay off, but so that it is too little to make a difference. It has all the price to pay, impact on morale, and reputation yet it is still not to the right extent. Leadership are id...ts.

Pay increase promised in June , so chance to increase of morale area
Generally, leadership should ALWAYS cut deeper than is comfortable so as to avoid any additional layoffs in the near to mid future. Incredibly d-mb if they aren't cutting deep enough.
I would anticipate next layoffs before EOY (like before q3 end?) when we still won't reach 100M savings. Or next year.
