There hasn't been a new refinery built in the USA since 1977, building new refining capacity in the U.S. has faced significant permitting and regulatory hurdles. With energy companies generating record profits and the country/World increasingly focused on energy security, perhaps now is the time to look at whether those resources could be invested in modern, highly efficient domestic refining infrastructure. Congress could consider creating a streamlined, fast-track permitting process for a new refinery. If there was ever a time to seriously explore expanding modern refining capacity in America, this may be it.
