Since raises have not appeared for multiple years I am adjusting my hours to give myself an hourly rate increase while I continue to look for a new job. I recommend you do the same.

do you really not get it? Here's how the company thinks:
"Oops, we now have an unlimited pipeline of VASTLY cheaper employees, which means we are GROSSLY overpaying for US employees. We have promised we don't reduce pay (a rule I'm sure will be broken eventually), so we'll need to start making up for these overpriced folks by expecting more and more of them each year without giving salary increases to try and make up for these "losses". Only the top performers will be allowed to stay as we continually change the NSI rules to ensure more and more overpriced folks are removed from the payroll"
Anyone who doesn't know this already is of below average intellect and should likely be counseled out of the company.
