belk outlet a liquidation center??

Outlet stores being used as liquidation centers?

Are these new “outlets” located in dying malls and dying strip malls a covert way for belk to liquidate?, no refunds or exchanges allowed, all sales final, staffing at a bare minimum with one or two clerks

The entire city of Greenville TN is dying not just the strip mall, it’s one of the lowest income areas in the United States, median household income is under $48,000.
