Are people being laid off or fired due to bad reviews? There's a huge difference between the two and I can't find anybody saying it's one or the other for sure.

Just because they say it was poor performance doesn't mean it's true.
They're happy to lie if it makes life easier for the company and makes their reputation look better, at least in the short term.

The WARN Act requires 60 days notice for big layoffs.
They didn't do that.
That's why they're offering 2 months severance. That's your "notice" period. You get the money without having to work.
Letting people go for bad performance is just a cowardly way of doing layoffs without calling them that.
And it's way more than the 500 company wide that they're claiming.
We were "let go for poor performance". They would not say we were fired or laid off when I specifically asked HR. Presumably they're using "let go" to avoid any potential consequences of firing people and made sure that they let go a bit under 500 employees as that is the cutoff where it is officially a layoff.
Not going to predict anything, but from me getting good reviews for years up until this one, it appears negative reviews are automatic cuttings now. Not sure if it'll apply to mid year/quarterly reviews (or if they'll stop it after this one single round) as well, but be aware.
Hundreds of people being let go on the same day, no chance for improvement after poor review, and being given 2 months severance - it’s a layoff regardless of what they want to call it.
Don’t fool yourself into thinking you’re safe just because it was “poor performers” this time.
I've heard leadership found out late last week and we're not allowed any opportunity to comment. Also heard many were forced to have a performance bell curve. No concrete evidence of eithet....just hear say
That’s what’s weird about this. Usually they give you an improvement plan or peer review but nothing like that happened. All of a sudden you get a meeting invite 2 weeks after the annual review and you are let go. I was assured to be able to move to a different team within the same org. Very strange all of a sudden. Not sure managers has a say in this. They did give bad reviews for some things but I bet they didn’t know it was coming like that. My boss seemed very shocked as well and didn’t look too good. Not sure though, it could be all because of the manager!

It's happening in IT for sure. Don't know about other areas but would assume so.
Which area is this happening in? Engineering, IT, marketing, purchasing, accounting?
Let go due to a bad annual review. In almost all cases, a single review with no improvement plan or attempt to work with the employee to improve.
