It wasn't a ruse.
They were planning to do an ISP but the VSP numbers were good enough that they didn't need to.
So they canceled for now.
Arbitrarily posting a WARN (Worker Adjustment and Retraining Notification) notice they are not planning to use is a ruse. Similar to how car thieves activate a car alarm (to make the owner of the car think the alarm is malfunctioning, so the owner deactivates the alarm) and the thieves make off with the car after the alarm has been turned off.

Why does somebody think the CCP doesn't like GM? The company has multiple joint venture in China and readily gives up its technology to them.
Glad they decided against this planned layoff for now.
But if the economy gets bad or sales drop, this existing plan will probably be the first thing they turn to.
They're legally required to submit a WARN notice if they're going to do a big layoff.
I'm sure they'd rather not tell anyone ahead of time, and just have any layoffs be a surprise.
But they don't have to draw attention to it, and they don't have to carry out the layoff if they don't want to.
Logically Why would they post that in the first place on a very public gov site then take it down a week later if they were trying to do layoffs discreetly. That makes no sense. The fear mongering and trolling on this site is just sad at this point. People at Warren shouldnt be worried about this. You lose again trolls 😏
My theory is that if VSP did not acheive target numbers and/or GM wanted more layoffs, they were ready with a backup plan by issuing a WARN. It seems that they changed their mind for now.

I never heard a company had to announce layoffs before submitting notice to the state.
But once it's on the state web site, it isn't a secret.
The company just may choose not to publicize it.
Also this doesn’t make sense because per law with the WARN act, the employer has to inform employees there will be layoffs BEFORE the MI dept of labor receives a WARN notice, and since there have not been any announced layoffs before the notice date of 3/29, that doesn’t make any sense.
So why isn’t there anything posted on the official MI dept of labor website about these 400 supposed layoffs? (https://www.michigan.gov/leo/bureaus-agencies/wd/data-public-notices/warn-notices) Every single other company from 2023 and earlier years has posted their written notice EXCEPT for GM. Even in 2019 GM sent their written notice for the tech center layoffs.
Also it’s required for the company to announce layoffs internally BEFORE submitting their WARN notice. Stop fear mongering and get a life.
WARN notices aren't needed for people who quit (VSP) or are fired for cause (poor performance).
Just needed for layoffs due to reduced need for workers.

A distinction was made in February when 500 were laid off that performance-based layoffs were not a mass layoff and that a WARN notice wasn't needed.
Now we are saying that a WARN notice is really for performance-based layoffs?
A simple logic fail here...
I can understand why/how GM is seeing the need to cut some who "fall short".
If you all did simple math, you’ll know what the WARN notice was for.
- 5B cost reduction was aimed for using VSP, 1B was realized thanks to the martyrs who volunteers.
They fell short. Now they will have “non layoff” based firings (performance based) from quarter to quarter to make up for the remaining .5B or more.
The WARN notice for 400 is for the first batch of those “firings” coming to your neighborhood in the next 2 months or so!!!
So to all you suckers who are happy you are “safe”. The last laugh is on you!
