Someone at Reuters doesn’t know the difference between Britain and the UK.
They must live in the United States of Canadia.

I guess you missed this part of the article:

The last two blokes are also in India and the UK respectively, so it appears that ignorance is not exclusive to any one part of the world after all. It would appear that there are geographically challenged individuals in their own parts of the world, not just in the "United States of Canadia"

Phase 2 can take up to 6 months (according to the article) so assuming phase 2 starts now it's still within the October timeframe BC have been referring to.
