It happens often that those who were laid off from Cisco blame themselves for it and constantly reexamine where they went wrong and what they could have done better.
Why are you doing this to yourself??
It is quite clear that there is no logic when it comes to layoffs and that you can be an excellent employee and still be cut.

You are wrong....there is logic. Your age, salary level, s-x, political connections, etc.
In my case, I ticked multiple boxes (over 50, white male, past my salary midpoint). Also, my group consisted of me and multiple female coworkers, so I was the "safe" pick when my manager was forced to layoff a person. So yeah....I was NOT a random LR pick. Is it wrong....you bet.

No - HR does not make these decisions.
The layoffs happen top-down. The BU leaders get a certain goal (e.g. cut $10M for the year) and they then divide it among their teams, and it then flows downstream.
HR role is to do the paperwork, and also to raise any concerns about potential issues w.r.t. "protected classes" etc.
does HR have the ability to scan all your webex conversation logs to look for layoff reasons? If they have to choose one person to lay off and everyone is on the same level playing field, there has to be some other things they look at and I am thinking webex scanning might be one of them.
