Agree on HR.

As for the performance reviews - this is very questionable. These are internal and confidential documents. Sharing them outside would certainly not help anyone to get a new job, but exactly the opposite.

They could be retained for legal reasons, assuming you'd expect to file a lawsuit. But realistically, most people just take the severance package with 6-12 months worth of pay and just move on.

Gathering information that may be useful for future resumes and ensuring you have personal contact information for referrals before any separation is a must. Employees should also retain copies of performance reviews, awards, and other documentation of their accomplishments as these records may be helpful for future employment opportunities or legal review by outside counsel, if needed.

Seeking guidance from HR is a no go. HR's responsibility is to represent and protect the interests of the company, not the employees. Being labeled a problem by HR places a target on your back.
