Managers here actually only manage the decline. Does this place have any chance for business growth anymore?

How many corporations have transitioned from a sales & marketing company to a technology company? That's like asking Best Buy to transition into an airplane manufacturer with new EVPs. Cisco is not a technology company, and never has been a technology company.

Cisco makes money selling switches and routers obtained through acquisitions. It's too late for any hope of growth.
Although I'm sure Cisco could acquire a few growth startups to boost revenue. Spend $3 billion to obtain $300 million in revenue
There’s opportunity. Whether they seize the opportunity is yet to be seen. I hope they do as I wish Cisco no ill will. My concern is they need to get out of being fully operational and the old world tech mentality. The way business is approached and managed has evolved. Cisco needs to evolve to remain relevant and competitive. That’s too is yet to be seen.
