Why does BR have Technical DHs?

We all know it’s a useless layer of management that does very little work and act as barriers to almost any decision but they refuse to get rid of them. Have to have someone waiting in line for those next higher level positions since we are a company so focused on developing managers vs focusing on the bottom line.
Btcp DHs are useless too
Why does any place have any DH? Does anyone know what a DH actually does? How does any DH add value?
That's a great question. I don't know the answer for BR Technical DHs, but if the question was why does Beaumont have Engineering DHs, the answer would be to buffer for the current inept Engineering manager.
They didn’t. It was just a place to harbor an incompetent pet until recently.
