For now we can only guess but I'm wondering if the layoff list will be based on performance. What do you think?

There are different reasons based on which management chain you're in. I know an entire group was let go to save $8 Million. But they were able to hire 8x the amount by going to a lower cost centre and had to hire back half of the people they laid off because they were good people.

Never have been solely based on performance. Our manager once told me they got instructions to let a certain % go so you end up with losing good people.
If that was the case then sumit would have been fired. Sank the EUC business and left. Came back, created the mess that is 360 somehow managed to become president

For 10+ years it's been largely based on your role and importance to the company $$ (ie, if you're in a role that's fluff and madey-upy then you're in the firing line).
And in a few instances, it's been an opportunity to get rid of someone who is under performing.
What is the layoff date ?
Based on seniority and performance, same as every year.
