This week in a town hall engineering Global head has stated that the United States and Europe are no longer cost competitive and the company has already sent about 30% of jobs to lower cost countries such as India.
In a company wide survey the data showed that 70% of Engineers don't believe they're getting paid fairly also 66% did not think that the company cares about them.
If this was my company I would fire him on the spot.
I am not sure what kind of company this guy is building but he is out of touch with reality.

I’ve watched many good engineers leave for other companies and yes, they were underpaid, overworked, and under appreciated.
