Among those who are affected, there are probably those who did not work very hard and do not have a good skillset, but my perception is that many wrong people were cut as well. Why is this happening? For some people I know, it makes no sense at all that they got cut. That is the biggest problem.

You understand the being at a company for a looooong time means you are most likely under-payed right? If you change your job every three or four years you will likely get a nice pay increase with every bump. If you stay at a company for 20 years you will get 2-3% a year on average and will not keep pace with inflation or the job market. All of my biggest salary growth was leaving a company and moving to another.
I know of many who had been there a loooong time. That means high salaries. Others were flailing product lines. The cloud was not the panacea that many thought.
