Different Labor Laws in EMEA and APAC. Only the US can get screwed on short notice.
It's not focusing on EMEA and APAC. It says they have to work with the local laws to enact the layoffs.
It is general.... but they may need to notify in those areas... you should have a 1:1 scheduled this morning if you are going to get hit.
I don't interpret that as "focusing" on, just that those areas require certain types of notice. Maybe I'm wrong though.
