I've never heard so many people say that they'd like to be laid off from here. It's surprising to me. Are you sure you have thought about it carefully? I've been looking for a new job for a long time and I can't get a good offer, so I'm trying to keep my job here as long as possible because it's terrible having to look for a job when you don't have a job, believe me on that.

Really depends on what you do. Some functions it’s quite easy to get a job elsewhere which makes it’s harder to justify staying out of loyalty or a vague sense of hope that things will improve. A nice severance, some time off, and another comparable job in terms of pay is appealing for those in sought after roles.
Who said they want this? I am tired of all the waiting and dislike the false hope being given by the "incentive pool." Morale is continuing to suffer.
I think it depends. For some in a good financial spot and a long tenure which correlates into a significant severance, it may be true. Other people just vent because it's a tough environment/culture right now. Missing AOP everywhere we look, travel and hiring bans for HALF the year, unrealistic targets/plans that have never been met before and no actual line of sight to tactical execution. Double digit year over year improvement plans is just math if you don't have projects or ways to deliver, we should know that by now but...
