How long do you have to be separated from ExxonMobil after a failed PIP or taking a PIL before you can be hired as a Contractor. Yes, I do love working with Exxon and would like to come back as a Contractor. Thanks in advance!

I have seen it happen here in Beaumont. Individual was a contractor that was hired, was less than 5 year so automatic PIL, then back on site as a contractor not long thereafter.
Lemme get this straight:
They put someone on a PIP for being a “low performer” then 6-12 months later bring them back in as a contractor? That’s tantamount to admitting that they never had performance issues to begin with. Even an H-town oil company wouldn’t do something this blatantly stupid (or would they?)
The only way I see this ever happening is if the former employee goes and works for a consulting firm that their former employer hires, then gets put on the project the firm was hired to complete.
My understanding is that if you leave under PIL / PIP you cannot be rehired as a contractor, but that is ‘word of mouth.’ If you have a friend who is a supervisor / manager and has access to the additional HR guidelines for managers you can ask them if this is written down anywhere (or better yet, a friend in HR).
No sane supervisor will hire someone that was just PIPd. Setting the company up to be sued.

Company avoids hiring those who leave on a PIP as HR advice is it opens them up to lawsuits. How can they rehire a low performer? If you were part of COVID layoff that is different. COVID Layoffs can be rehired as contractors.
6 months and not in the same job. And hope you aren't tagged as "never to return under any circumstances, use of deadly force is authorized".
