Even if I ignore the fact how pi---d off I am knowing that and planning my exit right now, I'm wondering how is that even possible? I thought we were laying people off to hire cheaper replacements. Hiring people who make even more makes no sense. At least to me.

This kind of thing happens all the time. I’m not suggesting it’s right or fair, but it’s incredibly common.
People have been RIF and replaced by 2 or more people leaders. They use RIF to weed the squeaky wheels. It’s retaliation plain and simple. Then they hold severance over you. Uncaring, cold corporate.
What org are you in? It does seem to contradict their focus on leveraging cheaper talent.
