This isn't a Cisco story, but it's one of our competitors, and I think we all know it's the same thing everywhere. A close friend of mine spent years trying to break past “meets expectations” on his performance reviews at his firm. Took on extra work, nailed every check-in, even coached new hires. Every year, same rating. Then one year he stopped pushing and just did what was required. That’s when they bumped him up. It’s a rigged game. I've learned from his example. Do your job, but don’t break yourself chasing gold stars.
