On the homesite they’re now encouraging employees to refer candidates?! I’ve been at the company for so many years and it’s so rare that they make the $2500 referral bonus the headline. What on earth are they trying to do right now?

You are reading too much into this.
@OP may be they are trying to inject some new blood and new ideas/ ways of doing work here. This place has been a disaster for many years. Too many people waiting for stories and looking for work to ki-l time.
