If not, why? Why are we laying off so many people if hiring has not been completely eliminated?

Its just to create the illusion of growth. Intel is actually in bankruptcy.
Go to Intel.com careers and you will see hundreds of jobs posted. Whether or not they are actually trying to fill them is another question. I am sure that a lot of the laid off have noticed that it is pretty common for companies to keep jobs posted that they don't really intend to fill. They do this for a variety of reasons. Intel always hires RCGs and back fills critical positions.

Hiring someone means you’re paying them money.
You need to make money in an on-going, sustainable fashion in order to hire people.
Intel ran out of ways to make money. So why hire? The plane is actively falling out of the sky…you want Intel to keep grabbing random paragliders and pull them down with it? See just how many lives Intel can ruin?
Because a lot of people that didn't do their job right and took credit for others work are not good people to have at a company. New people are more motivated and will actually do work.
