If it's work that was publicly available from documents found through Google to open source code Cisco has never limited itself to former Cisco employees.
On the other hand, if you did the work while employed by Cisco odds are the employee contract means Cisco owns it.
Have you found a third case?

Cisco was sued during the pandemic and lost in court for stealing IP. The only reason they won on appeal was because they had more resources. Basically David and Goliath.
Cisco has a culture of use and throw, managers do to build their own kingdom.
I know many folks stock JNPR and HPE, even Cisco got better benefits than these companies just because of better work culture.
