How much input do the SVP or VP have?

In my area, I do not think it was the Sr Director or VP. We had a meeting one day, and both the Sr Director and VP said they wanted to add a new headcount. The next day, we lost a headcount. The very next day.

I know VPs are asking senior directors to make decision. Senior directors hands the list to VP. I know this because I know someone who was asked to do it.
