Lots of business areas have their own agenda! They just want to cost themselves to retirement! So now the engineers have to make wonders for them to beat competition by maintaining the century old legacy systems built before Internet age

I have zero thoughts about the hb1 experience at nm. What I can comment on is that when folks are fighting over scraps of TW at the bottom of the hierarchy (looking you, ADs and SDs) there is huge incentive to fabricate and balloon estimates - especially for folks who feel like there is a guillotine above their heads. Idk what the solution is but seems to be rampant in some parts of the company. Seems to be less rampant when Initiatives are sponsored directly by senior leaders.
