I am almost sure the same thing has been happening here for years now. Needs to be investigated

Yes. DEI hiring practices are suspect with results proven horrid. I'm glad those hired under a quota system are fair game when it comes to cleaning up this place
I did it as a GL in Oregon on at least 3 occasions -- HR "found" budget after the yearly decisions were made, and I was "asked" to promote several folks they felt were "deserving". Aside from my thoughts about if they were good or bad, I did it - so I am complicit, but why would I turn down money for my team -- the fun part was making up the story during delivery and trying to convince the folks they deserved it, while hinting to not advertise to the team as not everyone was recognized.
@ah did you read the accusation and leaked messages from the HR director at Lockheed ? Its all about dei promotions vs non minority. All open. Lockheed leadership has issued a statement. Take 5 mins out of your not so busy day
@OP, I think I know what you are getting at but not as sure as you are, so please elaborate on the thing that you are almost sure of.
