My 2nd level manager scheduled a 2on1 meeting which includes my direct manager. She hasn't met with me before. There is no HR invited in the meeting. This cannot be about laying me off right? I am very nervous. I was hired 3 years back and have not been promoted yet. Anyone has been in the company long enough can you tell me what might be the case here?

@OP FYI, HR isn't always present for ISP conversations unless the ISP is for cause. I was ISP'd three times during my 27 years at Intel, and HR was never present when the message was delivered. I also had to deliver several ISP messages and the only time HR attended was when I had to let someone go for performance/attendance issues.
Way too many people are going to be impacted this round for HR to attend every message delivery.

OP here,, 2nd level manager scheduled 2on1 meetings with all in the extended team including me. To say we are all moving under her and my direct manager is transitioning to IC role. So now 18 people will be reporting under her. When asked about headcount, we were told that she has no idea at all and will know in the next week or so. Pushing rto by july 1st.
OP here, my 2nd level manager scheduled multiple 2on1 meetings with all in the team. My direct manager is moving to an IC role and everyone under him including me are moving under my 2nd level manager. However when I asked about CPM cuts, she said that they still are waiting on upper management

If there’s no title other than a cryptic “2:1”, it’s over. Also take note if the room is located near a security exit. HR will have a separate invite notice. Today will be your exit, but a fresh new beginning. Go in cautious but walk out like a BOSS! Don’t give them the satisfaction of seeing you hurt. Intel is failing and so is your management.
