Watched three star engineers walk last month. They all received zero counteroffers, just “good luck with your next endeavor.” How does leadership not see how much this hurts us long-term? Saving pennies now costs dollars later when rivals scoop up our best.

Leadership views it that if you don’t want to work at IBM with the pride of being an IBMER , than fine wish you luck.
Leadership ?? What Leadership ?? Leadership no longer exists inside IBM. It's just a "smash and grab" operation from Alvind, Slob Thomas, Krabanaugh and the Pipmunks.

Leadership is not thinking long term. I'm no longer with the company, but I started there almost 35 years ago. Even back then, the thinking was how to survive into the next quarter.
IBM's management is dedicated towards maintaining stock price and free cash flow...end of story. So many lines of business have been jettisoned at this point that the loss of some engineers won't matter much. This wasn't always the case, especially in my day, but that was a long time and many lines of business ago.
If you're still with the company...find another job, while you still can. That's all.
