Your rating and review are irrelevant. NetApp is a company where senior management is only focused on their RSUs and the stock price. Middle management is littered with boot lickers promoted into positions based on either their tenure, pay range or their proclivity to be follow mo--nic strategy.
Neither has the training or ability to evaluate your performance.
How many times have you said to yourself "how did my manager manage to get that postion?" ....... yet their rating decides if you live or die.
