An employer(in most states) can end the employment relationship at any time, for any reason, as long as the reason isn't illegal.
Cisco does not have to give you a severance package and one day it won’t, stop sitting around ‘waiting for the package’. You are going to get booted out with nothing. If you su-k at your job or hate it, leave. We don’t want you here!
