Current workforce planning - deep look at VTO

So first draft submissions for the next LR have to be submitted in about 1 month, and leadership is hard looking at VTO. What I don't get is why.
Excluding the obvious "lets fire whoever takes off the most time" what other reason would they want to track that so badly? Leaders are being asked to have their teams track every single day, or go back and log days they missed. They are looking at this metric hard.

If your boss is asking you about your logged VTO - be concerned.

I submitted Virtual Time out for an entire year and no questions asked. Hope this is certain way to get onto list. Give me cash, give me freedom, get me out of here.
