the people you are describing are basically su-kers
there's a reason most large tech cos prefer young/low-tenure employees now...they need to work them hard while the naive optimism and blind work ethic are in place...after a few years reality sets in and your top performers start phoning it in unless they see a compensation incentive
but there are plenty of people who are capable of doing good work if provided with real incentives

Intel just cut more than 20% employees, Google and Meta fire people every day, even in weekend, and Microsoft ask people go without severance package, so in this situation, Cisco's LR size may be much more bigger than thousands, highly likely it will cut 17%+.

When we had a "right" it recognized the need for responsible governance and that while the government could not and therefore should not try to solve everything there were things only the government could solve. As voters we have been denied that option for far too long.

I'm left with the impression you're talking about managerial leadership and ignoring the complete lack of technical leadership which has been a hallmark of Cisco for at least three decades. Note that Chambers ran the company for more than 2/3rds of that time where the stock was only great for a two year bubble.
It's been pointed out here repeatedly over many years that the time to turn Cisco around was when the stock was growing and Cisco could afford to acquire better talent. By the time Chuck took over the culture was permanently set and short of swapping out most of its employees there isn't much that can be done to change what it is.
It's also been asked here repeatedly over many years "what else could Chuck do" and aside of one or two misfiring neurons thinking Chuck could have made Cisco the leader in cloud almost a decade after all the big players were already established and when far better positioned giants like IBM and Oracle largely failed the answer has been NOTHING.
Since the topic is layoffs, note that Cisco was a one trick pony for so long it's just not flexible enough to take on significantly different work. If you've been doing the same thing at Cisco for 10-20 years you may be in the same boat. No matter how good your reviews are the royal you need to look in the mirror and be honest about whether you're ready to deal with being forced to change jobs and if what you do isn't in big demand how you'll build the skills to do something else.
