I constantly am told that culture matters and needs to be considered when working with other cultures. We have the globe smart tool that tries to explain how to work with other cultures. Yet when we talk about work migration there is no discussion of the fact that if people behave differently due to their culture the work might not be done in the same manner. Maybe might be done less effectively. Culture matters! Go to India and tell me if you think they have a culture that values bureaucracy or efficiency. Or if they are able to make decisions in a timely manner with limited information. Or if they are loyal and stay at an employer long enough to develop deep expertise. I could go on and on. Culture matters.

Are we hiring the right talent in India. Given the quality issues, we must be hiring from Tier 3 and Tier 4 schools.
Meh, not really. The best Indian engineers are not in India.

Clearly you are a manager, the vast majority of whome lack fundamental understanding of the book you're all preaching from.
If you do not like India culture, then work for Argentina or Brazil instead of working from London or Houston. White collar jobs will move to where there is acceptable productivity and quality. Some jobs need to stay in HC10 (those who actually operate plants and fields). Most of the overhead can eventually move to lower cost locations.
The literally do not pass the smell test.
Doesn’t matter. If you’re in HC10, time is limited.
