If layoff coming then why intel is hiring? There are so many open positions and post on LinkedIn about hiring.

Because intel doesn’t have strong leader to put solid freeze on external hiring. Lower/middle management makes excuses to open external reqs.

Then empire builders quickly move in into the priority areas and hold a g-n to the heads of their superiors and say "give me heads if you want the work get done". Soon the priority areas are filled with employees that are only good to be counted as heads.

They have to hire for areas that have been prioritized by LBT and the Board, plus there are always groups that have experienced excess attrition. This is true even when the company overall has frozen new hiring. There is always some exception, which usually has to be approved by the ELT.

There is an expectation by the market, and it has been stated by some analysts, that the company go big and fast with layoffs, so the big hit will be done in this quarter. The company knows where the issues are, but was indecisive about dealing with them.

LBT is coming in with the power to make those changes, and that means some areas will be cut or eliminated, and areas which are prioritized (like AI) will experience hiring.

Some on the product side will just be moved around but many will get layoff, then if they want to apply or new positions they can do that. Keep in mind that Product groups are constantly seeing layoffs and hiring, this is just a bigger version of the normal activity.

Restructuring layoffs will go on for another year or so for Products and Fabs could take several years to restructure to be more like a typical Foundry.

They need to post a job opening and then claim they can't find any Americans with 8 years experience in TLA/DCG/PreSi/DEI/LGBTQ+ to justify hiring Pradeeps wife's cousin.
