If H1-B employees get laid off purposely what happens to them under the new rules.

Welcome back to India. Same work but 80% less salary. You suddenly feel smarter though since only 20% of Indians have an undergraduate degree.

I mean, the whole point of working visas, including H1-B, is to fill job positions that Americans can't. If there are less job openings, it's natural that the demand for H1-B employees will be reduced.

Layoffs are organized a role elimination or function outsourcing.

As far as I know if the employee in the role is H1-B they have a set period (pretty short) to find a new job with company who will sponsor the visa or they have to exit the country. May be more accurate to say they lose legal status to remain in the country.

What new rules?

Tens of thousands of citizen employees have been eliminated in the US over the years. If it feels like H1-B are targeted now it is because that is the only employee left.
