Does your computer act weird before layoff? Like turn off and on?

Spying software is running 24/7, so being on the LR list doesn’t result in changes to that software.
Don’t steal sh-t, plain and simple. It’s monitoring everything you do. Even if you’re “clever” and remove all network access and download unauthorized data to a USB drive, a UEFI agent catches that and logs it to a hidden partition on a flash chip. Even nuking the drive won’t hide that.
Do not do anything but company business on your laptop. Don't copy anything. Don't screenshot. These things are monitored and you will be contacted by legal after you leave if there are any questions if impropriety.
I am not aware of Cisco doing anything to laptops before layoff.
In the past, they checked if you were downloading Cisco documents after layoff but now they just remove access the next day.
I do not recommend using your laptop for non-company business. Cisco has the right to monitor what you are doing. Although, I have never seen anyone accused of using laptop for personal use. Also, you can always use your own cell phone or tablet for this.

code42 is not the only piece of spyware on your laptop, there are at least two others (duo health and cisco orbital)
you have to wonder how much battery is used up with the spyware programs spying on each other
but it's cisco's laptop, not yours, it just happens to be in your house...

Yes it probably does, the office lights also flick on and off - but that might be lack of investment in infrastructure.
