Why do companies do this? It's hard enough without having to deal with so many job openings that are never meant to be filled.

To be able to complain that they can't find anyone in the US to fill the fake job so they can offshore more jobs.
To hire H1B s. Public notice has to be provided. It is an old HR trick that is not illegal. Everyone does it.
