A sign of the times, albeit many years late. The word is out that globalism (and specifically investing in China) has been a bad deal for the US. The US got a lot of cheap stuff, but it got that cheap stuff by exporting value-add jobs, technology and knowledge to every cheap location around the world.

Our politicians waxed poetic over the years about how we have helped the world, but that's cold comfort to local workers who lost their jobs to foreign countries. It was one thing to lose car workers, IT geeks and call center operators, but now the job losses are hitting the medical, insurance and legal sectors that are so prized by those same politicians. The impacts are now being felt at home, as the saying goes.

China got what it wanted (help developing its economy and society), and so did the US (we got lots of cheap stuff that we couldn't afford to make ourselves). Now the whole thing is falling apart, and politicians are crying for changes.

This one is sort of right, but not 100%. Like AI.

IBM closed its offices in China. It didn't 'scale them down'.
