Is our ELT so mediocre that they fail to realize LRs are a direct consequence of their incompetence? Or are they all just hypocrites?

100%. Before the "Limited Restructuring" was said to be a restructuring to focus on the company's shifting priorities, but really was a cost-cutting exercise because they kept talking about cutting OpEx.
Now they're calling it a "Rebalancing" instead of a cost-cutting action so they changed it's name from LR. A Limited Restructure is a rebalancing and not a cost-cutting measure because it's supposed to "restructure. So, why the name change?
I find it interesting that the current open roles seem to be at a grade level lower with less experience requirements than the people who are in the same roles on different teams. No one in their right mind is going to take a pay cut to do the same job for a different manager. And hiring managers aren't going to ask for additional funding to change the req to a higher pay grade to hire you, so effectively most of the 3000 open reqs will be filled externally.
Exactly!!! They planned wrong, didn’t see the obvious future trends, so now the worker bees have to suffer for their failure. Zuck apologized and took the blame. Chuck sure didn’t.
