Cisco mostly cuts the wrong employees

Management affects how effective and progressive the workplace is. If managers pick employees towards whom they feel some kind of animosity to be cut, instead of those who do not add any value to the company, then it is not at all surprising that Cisco is in a downward spiral.

they mentioned the layoffs are purely reorg purpose, no relation to anything else including employee's performance

Worse than positive and zero contribution is negative contribution. Most of Cisco’s engineers haven’t gotten far enough in elementary school to grasp negative numbers because if they did they’d realize how serving pointless metrics have driven most to be negative contributors. Layoffs are nothing more than investor theater and until your technical and managerial leadership can lead effective development the rest is pointless.

Before someone says “well lets layoff all the senior leadership and hire competent people” ask yourself “what kind of competent person is going to spend a decade on painful and unrewarding remedial work when they could go to a well run company and create something new?” For those of you at Cisco not creating something new and valuable you need to seriously reflect on what that means for your competence long term.
