Is there a specific time of the year when PIPs are handed out or is it a year-round process?

PIPs can be handed out off-cycle, but you have to really have pushed someone’s buttons for them to go to HR to convince them to do all the paperwork for doing it off-cycle, and none of the functionaries along the way actually want to go through all that.
When your post ranking discussion is held you are notified. For me it was in August 21. There is a deadline date each year for supervisors to notify. This allows for the PIP time or the PIL time all to be completed before November so YE headcount looks good.
The current practice has been deemed to inefficient, next year you'll just receive a scratch-off ticket with your raise, pip or pill.
PiL 3 months garden employment ends in November for the sake of the books.

NSI ranking (where there is option to take PIP or PIL) is assigned during the performance assessment process once a year, usually you find out in the June-July timeframe.
