It is obvious that it is too big a challenge for them to create a fine balance between having too few and too many employees.
My team is terribly understaffed, while some other teams are overstaffed. ------ Why is this happening? Is staffing an ever-present and unsolvable challenge for Cenovus?

This is a result of a poorly run HR dept. HR does not ever do peer reviews of roles and departments, so there is no consistency. They may ask the director or VP level and it stops there. They will talk a big talk if asked, but we all know the level of rigor they apply.
Some teams have gloated in the past about the extra staffing they have. Only successfully VP’s know this strategy to create a buffer of pawns so the work gets done and they can contribute to the next headcount reduction request without impacting the workload.
I blame HR for over hiring when times are good and the layoff the excess a year later. HR cannot budget headcount correctly.
Big problem is Senior managers making managers and not replacing the people doing the actual work.
